Adjusters at the bottom of the Tasar forestay

The following question was sent to Graham Hanna, the Chief Measurer, by Takao Otani:

Hi Graham, I need your help. Will you please give us a ruling on the following:

1. Can a rigging adjuster (Holt or RF or similar) be fitted at the bottom
of the forestay, so that it will be easier to change the length in between
races?

2. Would it be OK to use a turn buckle instead of above mentioned rigging
adjuster. Where in the rule can we find this sort of info?

3. If a turn buckle is not allowed, which rule stops it?

Graham's reply was as follows:

Good evening Takao san:

Thank you for your note asking if it would be within the Tasar Class rules to use a turnbuckle at the bottom of the forestay instead of a D shackle. The Japan Tasar Measurer, Tomoyuki Miyashita asked me about this in July. I told him that I believe this would not be within the rules.

A turnbuckle would be an extended or added function under Rule C.2.1.b. In addition, Rule A.1.2 may apply.

It was not the intention that the forestay length could be adjusted out on the water.

However, if you wanted to use a turnbuckle at the top of the forestay instead of the vernier, to adjust the forestay tension on the beach, then perhaps I would accept this as a substitute fitting under Rule C.2.1a.
